Job Description


American College of Obstetricians and Gynecologists (ACOG), a membership organization dedicated to the advancement of women's health care in Washington, DC, is currently seeking Grants Operations Manager. Serves as the in-house expert on compliance and grants management. Manages the lifecycle of external grant portfolios, including activities related to the applications, awards, accountability and assessment of grants. This position will ensure that proposals and grant documents adhere to both external and internal compliance requirements, as well as provide on-demand technical assistance with compliance-related issues. In addition, the Administrator will be responsible for maintaining a tracker of ACOG's grant portfolio, including tracking compliance with all grant requirements. Assist in developing tools, processes and trainings to support the effective and consistent application of program and grants management policies. Cover Letter Required.

As a result of COVID-19, ACOG employees are working in a temporary remote capacity. This is temporary, and normal business hours and in-office duties will return to normal once deemed it is safe to return into the office. Employees are expected to return to ACOG's National office located at 409 12th, Southwest Washington DC, 20024.


Key Duties and Responsibilities.
  • Develop and maintain a centralized grant and budget management system to ensure compliance with all applicable organizational policies and procedures, laws and regulations, and donor rules and regulations. Continually evaluate the centralized management system to identify opportunities to innovate and when necessary implement change.
  • Develop guidelines, procedures, standards, work processes, manuals, metrics and other methodologies for a successful and comprehensive grant management system. Enhance grants and budget management tools, systems, and infrastructure to support the organization's growth.
  • Develop tools and indicators to ensure quality and timeliness of all aspects of grants processing and management to help ensure goals are met, including working with staff to generate various periodic (weekly, monthly, quarterly) and other ad-hoc reports.
  • Lead the centralized grants management function by maintaining optimal workflow systems and procedures to administer ACOG's grants; provide leadership and guidance to staff on implementation of new contracts and grants.
  • Lead efforts for all components of grant processing, including structure of grant payments, regulatory compliance, and sharing of grants information with program, finance, communications, and other relevant departments.
  • Stay abreast of legal, regulatory, policy, and industry trends and emerging issues as they relate to the organization and ACOG's working environment. Assess and communicate the benefits and risks of adopting new grant policies, procedures, systems or technologies.
  • Responsible for integrity of grant-related data providing budget and grant award information to the ACOG's management staff.
  • Assist in the completion of the OMB Circular A-133 audit.
  • Reviews grant documents to assure that the terms and conditions of the award adhere to ACOG's policies and procedures, as well as any relevant Federal Regulations (FAR, CFR, etc.). Coordinates with the Legal Department to advise staff on interpretation of grant language in new awards and grant proposal queries.
  • Serves as liaison between program staff and other departments at ACOG to facilitate an understanding of outlined requirements of funding opportunities and awards.
  • Keeps program teams and leadership informed of any projected inabilities to meet contractual obligations. Proactively mitigate risks through regular review of reports and readiness to propose remedial solutions.
  • Manage the subrecipient process in coordination with program staff and legal teams including:
  • Performing due diligence on potential subrecipients;
  • Assisting with subaward agreements;
  • Monitoring subrecipient performance for compliance.
  • Coordinates with program teams executing grants and programs, including ongoing communication about grant requirements. Support program and development teams on proposal and budget preparation as requested, particularly for those involving federal funds.
  • Provide foundational education to program staff on grant and award requirements, regulations, and policies.
  • Assist with other projects, as assigned.


  • Bachelor's degree in relevant field
  • 5-7 years of professional work experience, including prior experience administering federal grants
  • Expert knowledge of federal grant rules and regulations, such as Code of Federal Regulation (CFRs), OMB Circulars and other directives governing grants and contracting. Experience with regulations specific to multiple types of charitable structures, including 501(c)(6) and 501(c)(3)s.
  • Understanding of indirect rate structures and application.
  • Ability to manage multiple activities in a deadline-oriented environment. Highly organized, flexible and possess a strong attention to detail.
  • Strong verbal and written communication skills.
  • Advanced proficiency in basic Microsoft Office suite (including Word, Excel, PowerPoint).
  • High level of integrity, professionalism including teamwork and ability to deliver within short deadlines, work under pressure and multi-tasking skills.
