Regional Monitoring and Evaluation Advisor

**Overview** ACDI/VOCA is seeking a Regional Monitoring and Evaluation Advisor to provide leadership, support our vibrant learning culture, strengthen organizational and staff M&E capacity, and implement effective monitoring, evaluation, and reporting systems on ACDI/VOCA projects across Africa and Asia regions. The Regional Monitoring and Evaluation Advisor will be based in Washington, DC or a home country in Africa with anticipated travel up to 40% of the time to project sites. **Responsibilities** + Support country offices in developing and implementing project M&E systems that meet ACDI/VOCA and donor standards. + Provide specific mentoring guidance during project start-up, initial implementation, and mid-term and final evaluations. + Conduct internal audits of project M&E systems. Prep project teams selected for external audits. + Advance ACDI/VOCA's approach to M&E within the region, including M&E vision, policy and guidance, and support the M&E community of practice within the region. + Review program M&E status across the regions and provide feedback on needs, trends, best practices, and priorities to help establish regional and global support. + Coordinate and provide staff training within the regions on a range of program M&E issues, methods and tools. + Assist in the design and implementation of knowledge management systems to allow ACDI/VOCA to review and analyze data and information on relevant technical areas. + Collaborate with global ACDI/VOCA M&E Team to develop global strategic direction, support new business development, develop and maintain relationships on behalf of ACDI/VOCA. **Qualifications** + Minimum of eight years of experience with Monitoring and Evaluation international development programs, ideally with regional oversight experience. Experience in Agriculture, Title II, Food for Peace, and or Feed the Future is helpful; + Master's degree in M&E, social sciences, demography, agriculture economics or other related field is required; + Significant experience in the design and implementation of M&E systems for capacity building interventions; + Demonstrated experience in data collection; statistical analysis; and reporting; including experience with computer-based statistical packages and databases (R, SQL, ACCESS, EXCELL, SPSS, etc.); + Previous experience designing and implementing M&E training for international organizations required; + Strong facilitation skills, including the design and management of effective trainings, workshops and meetings with diverse participants; + Experience working with international donors, as well as counterparts and beneficiaries; + Ability to work on a variety of projects concurrently in a fast-paced environment; + Excellent communications and coordination skills and cultural sensibility; + Experience conducting field research preferred; + Familiarity with USAID rules and regulations preferred; + Proficiency in spoken and written English and French required; + Ability to travel to remote areas across Africa and Asia. **ID** _2018-5356_ **\# of Openings** _1_ **Category** _Monitoring & Evaluation/MEL_
