Change Management Consultant – (LB-19192)

Rockville, MD 20850. (Will be remote until the County begins to work in the offices again)

 

SCOPE OF WORK:

The Department of Technology Services (DTS) seeks a highly skilled Change Management consultant to assist in leading change management, training, marketing and communication activities supporting the County’s implementations of Office 365, Multi-factor Authentication, IT Telework Tools, e-signature and other projects as assigned.   

This position focuses on:

  • People side of change to facilitate end-user adoption
  • Utilization of Montgomery County initiatives including: new systems; applications; tools; changes to business processes; job roles; organization structures

 The primary focus includes:

  • Creating and implementing change management
  • Communication
  • Internal marketing
  • Training plan and material creation – then perform the training
  • Associated deliverables that minimize employee resistance
  • Maximize employee understanding
  • Engagement 
  • Business Re-Engineering

The Change Management contractor will:

  • Drive adoption of organizational and/or system related changes to achieve desired business results, including greater utilization and higher proficiency
  • Work with all levels of the organization to succeed
  • Act as a change consultant for management, business owners and employees helping them transition through the change process
  • Design and develop: detailed and impactful communications;  internal marketing materials; training materials utilizing
  • Articulate, communicate and implement effective Change Management strategies and associated deliverables
  • Measure, monitor, evaluate and realign change strategies based on feedback
  • Develop subject matter expertise in specific functional areas to support effective targeted communication, marketing, training, and organizational realignment leveraging enterprise systems and application functionality
  • Create visually clear and impactful business process documentation
  • Create quick start guides, job aids and other training materials as needed 
  • Demonstrate system functionality to various user levels
  • Collaborate with functional subject matter experts to design communication, marketing and training materials
  • Manage stakeholder expectations and encourage positive behaviors in response to operational and organizational change
  • Manage multiple priorities simultaneously; deliver high quality, thoughtful Change Management products with little guidance and within short time frames
  • Assess operational and organizations needs through interviews, surveys and focus groups to identify gaps and align related strategic initiatives to the County Executives’ objectives and mission
  • Design and publish system-based training material through media utilizing: Camtasia; Adobe Captivate and UPK
  • Develop organizational metrics to baseline and measure success over time in conjunction with stakeholders
  • Establish strong and credible relationship with management and employees to successfully build trust, collaboration and integrity
  • Demonstrate experience and knowledge of principles, practices, and systems of organizational design, change management, and organizational development

 REQUIRED SKILLS:  

  • 3+ years of demonstrated communication, internal marketing and training development experience within applications, tools, and business processes 
  • Demonstrated organizational design, analysis, individual and team development
  • Employee engagement group facilitation, coaching and mentoring
  • Ability to meet work independently and meet deadlines in a fast-paced environment with multiple and changing priorities
  • Demonstrated consensus/coalition building with stakeholders, management, and employees at all levels in the organization
  • Ability to perform analysis and create relevant process mapping and other documentation
  • Experience in developing and designing:  Training curriculum and job aides
  • Training material utilizing multimedia tools such as:  Adobe Captivate;  Camtasia;  UPK;  PowerBi;  Word;  PowerPoint;  Web-based and Content Management tools
  • Work well in a changing environment and maintain a strong positive perspective
  • Display a strong organizational commitment and interpersonal skills
  • Display teamwork within a process driven environment
  • Strong communication skills at all levels of management

This position also requires the ability to quickly learn new applications, processes and system-based steps in order to effectively create communications and other educational materials in a, clear format according to user role(s). Further, Change Management consultants will consult with the Change Manager and other business partners to develop training and communication deliverable, conduct focus groups and administer surveys and needs assessments.
