Job Description:

ASG is seeking a motivated Senior Analyst with strong organizational and communications skills with experience in the Information Technology domain to join an exciting program in support of the Centers for Medicare and Medicaid Services (CMS) Health Insurance Marketplace. This program assists agents and brokers who in turn guide Americans and small businesses in determining the most appropriate health insurance products and services for their needs. The success of the program depends upon rigorous planning and analysis, business-driven technical support, a customer-focused help desk, and robust training for agents, brokers and vendors. The Senior Analyst will have high customer visibility and will have the ability to make a strong positive impact on a program in support CMS’s mission.

 

The Senior Analyst will have the opportunity to utilize their project management, communications, reporting, and relationship-building skillsets across a variety of tasks on this contract for the Agent and Broker program supporting the following functional areas:

  • Web-based marketplace consumer assistance request system.
  • Agent and broker registry.
  • Data analytics.
  • System monitoring.
  • Agent and broker training vendor support.
  • Development and revision of guidance documents and standard operating procedures.

Requirements

What You Will Do:

  • Assist in formulating and defining business scope and objectives through research and fact-finding combined with a basic understanding of business systems and industry requirements. 
  • Coordinate with pertinent stakeholder groups to confirm scope, objectives, timelines, goals, priorities, risks, and expectations for the Web-based marketplace consumer assistance request system.
  • Analysis of business and user (Agent, Broker, consumer) needs, documenting requirements, and recommends revisions of existing system logic difficulties as necessary.
  • Facilitate weekly project meetings with software developer and CMS.
  • Employ competency in considering most business implications of the application of technology to the current business environment.
  • Support the update of dashboards, project plan, and other planning documents.
  • Responsible for coordinating development of scheduled and ad hoc reports.
  • Support annual agent and broker survey development, and survey data analysis report.
  • Support annual revision, development, review, and clearance of Agent and Broker LMS courseware with appropriate SMEs and stakeholders.
  • Assist with documentation of agreed upon requirements, business rules, configurations, workflow, administrative manuals, and user manuals.
  • Provide weekly and as needed, updates on the progress of development/configuration, testing, training, and implementation, including status on any system fixes, while confirming and building the processes, procedures, and technology to meet the project requirements and operational objectives.
  • Provide weekly written and monthly updates on the effectiveness of the Web-based marketplace consumer assistance request system.
  • Other duties as assigned by your Manager.

What We Need:

  •  Bachelor’s Degree.
  • Minimum of 7 years experience.
  • Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy.
  • Strong customer service skills to understand client expectations and provide solutions.
  • Strong written and verbal communications skills.
  • Ability to interpret technical information and to summarize that information into plain language.
  • Demonstrated ability to think critically and creatively, have a high standard of integrity, and be motivated to incorporate best practices into the organizational culture.
  • Ability to thrive in a work environment that requires strong independent problem-solving skills, self- direction, and innovative thinking.
  • Possession of an agile mindset and the willingness to perform in a cross-functional team and organization.
  • Ability to foster collaboration both inside and outside the team, evangelize and promote inclusive experiences within the company, and juggle several projects with high quality.
  • Proficient in Microsoft Office Suite:  Word, Excel, PowerPoint.
  • Proficient in Microsoft Teams and SharePoint, Zoom and Survey Monkey.

Even Better:

  • Knowledge of the Centers for Medicare and Medicaid domain.
  • Experience working in a health insurance exchange or marketplace arena.
  • Knowledge of health insurance marketplace terms and policies.
  • Experience working directly with or for a healthcare provider software vendor.
  • Experience working in an IT Services delivery capacity.
  • PMP certification

Clearance Level:  Public Trust

 

Residency Requirement:  Must be a U.S. Resident for at least 3 of the last 5 years.
