Summary
The PKC Supervisor will assist in overseeing and managing the Pre-K Counts (PKC) sites, and Camp Explorers program, ensuring high-quality early childhood education and compliance with all Pennsylvania Department of Human Services (DHS) licensing requirements, Keystone STARS quality standards, and NAEYC accreditation criteria. This position will assist in leading staff, fostering positive family and community relationships, supporting school readiness and development for all enrolled children. This role includes supporting program operations across York City, York Suburban, and Eastern York School Districts, as well as summer camp programming, in alignment with YWCA York’s mission and values.

Essential Duties and Responsibilities

Program Leadership & Quality Assurance

  • Assist in implementing the Pre-K Counts curriculum in accordance with Pennsylvania’s Early Learning Standards
  • Assist in the preparation and submission of Keystone STARS designations, NAEYC self-study processes, and grant reporting
  • Assist in maintaining compliance with all DHS, OCDEL, and YWCA York program policies

Staff Supervision & Development

  • Supervises AGS staff, and camp counselors
  • Maintains staff schedules to meet DHS-mandated ratios
  • Assist in monthly staff meetings, maintain complete staff files, and ensure compliance with YWCA York personnel policies
  • Model and promote positive behavior strategies

Family & Community Engagement

  • Establish and maintain open, positive, and responsive communication with families.
  • Maintains child files, and address concerns in collaboration with the PKC Director and Chief Program Officer (CPO).
  • Organizes family engagement activities and quarterly family meetings.
  • Represent YWCA York at community events, back-to-school nights, and outreach activities.

Camp Program Oversight

  • Assist in planning, staff, and operate the 41-week PKC program and the 11-week Camp Explorers program.
  • Participate with programming for Creative Explorers Camp.
  • Participates in recruitment, enrollment, and DHS-compliant recordkeeping for Creative Explorers Camp.

Organizational Commitment

  • YWCA York adheres to NAEYC and Pennsylvania state standards of excellence for early childhood education and supports teachers and staff as lifelong learners committed to professional growth and equitable learning environments.

Qualifications

  • Bachelor’s degree in Early Childhood Education, Education Leadership, Human Services, or related field.
  • Significant experience in early childhood program administration.
  • Knowledge of Pre-K Counts standards, Keystone STARS, NAEYC accreditation.
  • Strong leadership, communication, and organizational skills.
  • Ability to work collaboratively
  • Valid Pennsylvania driver’s license and access to reliable transportation.
  • Required clearances: PA State Police Criminal History, PA Child Abuse History, FBI Fingerprinting, and NSOR.
