LMS Application Developer (Moodle / Totara)

Blue Rose Consulting Group, Inc. (Blue Rose) is seeking an experienced LMS Application Developer to support a federal client in modernizing and operating enterprise Learning Management System (LMS) platforms.
This role is critical to ensuring scalable, secure, and high-performing learning environments that support mission-driven education and workforce development initiatives.

As an LMS Application Developer , you will lead architectural design, platform upgrades, and cloud modernization efforts for Moodle and Totara systems operating in a regulated federal environment.


What You’ll Do

As an LMS Application Developer , you will:

  • Design scalable, secure, and cost-efficient SaaS-based LMS solutions aligned with enterprise architecture standards

  • Apply SaaS design principles including multi-tenancy, modularity, and controlled customization to ensure performance and maintainability

  • Lead all upgrades and enhancements for Moodle and Totara platforms

  • Plan and execute the transition of LMS runtime environments from EC2 to a containerized platform (ROSA – Red Hat OpenShift on AWS)

  • Manage and maintain the full AWS-based infrastructure supporting LMS platforms

  • Utilize infrastructure-as-code practices to ensure consistency, reliability, and repeatability across environments

  • Enhance and expand automation capabilities to streamline LMS operations and platform management

  • Ensure systems remain stable, secure, and compliant throughout modernization efforts

  • Collaborate with technical and functional stakeholders in a federal, mission-focused setting


Schedule & Work Model

  • Full-time (40 hours/week)

Requirements

  • U.S. Citizenship required (U.S. citizens or dual citizens only)

  • Public Trust clearance required or higher

  • 2 years of experience with Moodle LMS administration and architecture

  • 2 years of experience supporting AWS-hosted applications

  • 2 years of experience using Terraform or infrastructure-as-code tools

  • Understanding of AWS networking concepts and cloud-based infrastructure

  • Familiarity with containerization technologies, including OpenShift, preferred

  • Experience supporting government or regulated environments is a plus
