Summary
The incumbent serves as a Supervisory Program Application Specialist within the Health Administration Service, providing direct leadership to Clinic Administrative functions in the support of patient care, Emergency Department, Program Applications, Ward, Community Living Center (CLC), Nutrition, Whole Health, Pharmacy, Social Work, Ancillary Services, Medicine, Surgery, Physical Medicine, Rehabilitation, Dermatology, Optometry, Primary Care, Mental Health clinic support and to include CBOCs.

Duties of the position include, but aren't limited to:
  • Supervises office and administrative personnel.
  • Recruits and hires subordinate staff members in accordance with merit staffing
    procedures and equal employment opportunity guidelines.
  • Assigns tasks to staff and provides technical guidance and policy direction to support
    their efforts.
  • Reviews completed work of staff members and offers feedback aimed at fostering
    high performance and promoting a collaborative team environment within the office.
  • Plans and coordinates training and development opportunities for subordinate
    employees to ensure they acquire and maintain both technical competencies in their
    respective fields and cross-training in related areas.
  • Evaluates the job performance of subordinate staff members and recommends
    appropriate recognition to enhance effectiveness, or takes corrective actions such as
    counseling, training, coaching, or other measures to address inadequate performance.
  • Addresses staff grievances related to working conditions and associated issues,
    providing referral services when appropriate to employees experiencing personal
    problems that may impact their job performance or disrupt team cohesion.
  • Integrates the activities of the office into the agency's overarching programs and takes
    necessary actions to ensure the office contributes positively to the achievement of the
    VA's mission.
  • Holds responsibility for promoting equal opportunity among all supervised
    employees, ensuring the implementation of fair and equitable practices in the areas of
    employee training, promotions, awards, and recognition and for career development
    opportunities.
  • Responsible for ensuring the on-the-job safety and health of all supervised
    employees. Initiates efforts in accordance with established local and Service-wide
    safety programs. Identifies and rectifies job safety and health hazards. Implements
    corrective actions for OSHA standard violations and oversees regular inspections of
    the workplace.
  • Performs other related duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement 06/15/2026.Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position, you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate that you possess one year of time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one year of time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.GS-11: You may qualify based on your experience and/or education as described below:
  • Specialized Experience: You must have one year of experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: data collection and analysis, developing studies and data collection methods, developing initiatives, developing SOPs and manuals, coordinating, planning, and implementing training. OR, (must be in resume)
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level, you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR, (attach transcripts)
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the first two years of a graduate degree. For example, an applicant has 9 months of specialized experience equivalent to GS-9 and 2 1/2 years of creditable graduate-level education. The applicant meets 75 percent of the required experience and 50 percent of the required education, i.e., the applicant has 1/2 year of graduate study beyond that required for GS-9. Therefore, the applicant exceeds the total requirement and is qualified for the position. (The applicant's first 2 years of graduate study do not qualify for GS-11.)

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
