Project Name: Project Management/Construction Management Support Services for VACCHCS

Client: Veterans Affair

Pay Range: $115K - $135K per year plus benefits

Anticipated Start Date: May 2026

Project Duration: Initial 1-year term, extendable up to a total of four years aligned with project duration


Project Details (Size, SOW, Site Background, etc.):

Services include managing, monitoring, and overseeing project progress and completion for multiple concurrent projects that may range from small renovations to large-scale capital improvements within active healthcare environments. The PM/CM acquisition delivers comprehensive, professional, and competent project management support throughout the pre-solicitation, design, construction, and closeout phases, including the review, logging, monitoring, and archiving of construction submittals, Requests for Information (RFIs), and project communications among all stakeholders. Services also include providing qualified engineering and related professional support necessary to develop Request for Quotes documentation, perform studies and evaluations, conduct pre-design and design development activities, and support facility Engineering and Facility Management functions, while coordinating work to minimize impacts to ongoing medical operations.

All proposed personnel to perform services under this requirement must be United States citizens and obtain a favorable National Agency Check (NACI).

Daily Responsibilities:

The Construction Manager functions as part of a multidisciplinary team of professionals and serves in the Owner’s Representative role throughout project design, construction, and closeout. The role integrates company best practices related to project delivery, budget, schedule, quality, and healthcare operations. Acts as an advisor and liaison among the client, including user groups, design teams, construction teams, and facility engineering representatives. Construction Management services support both traditional Design-Bid-Build and Design/Build delivery methods.

Responsibilities evolve by task order and include, but are not limited to, the following:

• Develop and maintain project schedules

• Support project planning and coordination efforts

• Perform value engineering reviews

• Conduct market analysis

• Review constructability and phasing strategies

• Coordinate the establishment of temporary field offices

• Monitor project financial data and budgetary cost accounting

• Maintain and update construction phase schedules

• Facilitate and participate in progress meetings

• Support issue identification and resolution

• Coordinate testing and inspection activities

• Support commissioning activities

• Assist with claims analysis and resolution activities

• Perform additional construction-related support services as required

Required Qualifications (Experience, Education, Certifications, Clearances, etc.):

• Minimum of 5-7 years of professional experience in both design and construction phases of capital projects

• Demonstrates the ability to quickly understand and apply requirements of local, state, and federal jurisdictions related to project construction contract documents, including Front End documents, technical specifications, and construction drawings

• Possesses working knowledge of engineering services, applicable building codes, project budgeting, and scheduling practices necessary to support successful project delivery

Preferred Qualifications:

• BS in Engineering or Construction Management degree from an accredited institution of higher education

• Experience with Federal Projects

• Licensed Engineer (PE or EIT)

• CCM, or PMP Certifications
