OIEC is the state agency that helps injured employees with their Texas workers' compensation claims. The agency assists, educates, and advocates on their behalf.OIEC provides services in 20 offices across the state.Agency services include advocacy, customer service, and dispute assistance through OIEC's Ombudsman Program. 

IT Programmer (Programmer II - IV) - Austin

As the Programmer, you will support existing agency operations as part of a broader team that plans, develops, and implements a new case management system.   This will include SAS programming to ensure various important agency functions are met and tracked.   Performs advanced (senior-level) computer programming work and highly complex coding, testing, and debugging of applications.

A hybrid work schedule may be allowed after a probationary period.  

Programmer II: Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

Programmer III: Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

Programmer IV: Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

This vacancy will be filled at one of the levels - Programmer II, III or IV. The selected applicant will be offered the position that most closely matches the education and experience requirement.

This position:

  • Analyzes users' needs; designs, tests, and develops software to meet those needs related to development and implementation of a case management system

  • Performs complex programming, testing, and debugging using SAS software

  • Compiles and queries multiple data sources using proper reasoning and logic for assisting with, handling, and solving complex issues and problems

  • Evaluates the agency's business requirements to assist in identifying data element migration and to help identify new data elements in the case management system

  • Works with staff to prepare detailed workflow charts and diagrams that describe input, output, and logical operation and converts them into a series of instructions coded in a programming language

  • Works with agency staff and across organizations to identify and coordinate programming needs

  • Performs related work as assigned

Programmer II:

  • Graduation from an accredited four-year college or university

  • One (1) year using analytic software applications such as SAS, STATA, SPSS or other statistical software, specifically performing complex programming, testing, debugging using SAS software, Power BI, Power Automate, or Power applications.

Programmer III:

  • Graduation from an accredited four-year college or university

  • Two (2) years using analytic software applications such as SAS, STATA, SPSS or other statistical software, specifically performing complex programming, testing, debugging using SAS software, Power BI, Power Automate, or Power applications.

Programmer IV:

  • Graduation from an accredited four-year college or university

  • Three (3) years using analytic software applications such as SAS, STATA, SPSS or other statistical software, specifically performing complex programming, testing, debugging using SAS software, Power BI, Power Automate, or Power applications.

Experience may be substituted for education on a year-by-year basis.

Additionally, preferences for this job are:

  • Experience developing case management systems or similar systems for the state of Texas

  • Experience with visualization software such as Tableau

This position requires demonstrated knowledge of:

  • Principles, practices, and techniques of programming and systems analysis

  • Computer operations procedures and systems

  • Computer programming languages

This position requires demonstrated skill in:

  • Problem solving, in critical thinking, in computer programming, in the use of hardware and software

  • Modifying or developing software for applications

This position requires the demonstrated ability to:

  • Interpret technical information related to programming and data processing

  • Communicate and work effectively with a wide range of people with varied skills, knowledge, and backgrounds

  • Maintain the confidentiality of sensitive information

  • Analyze and solve work-related problems and work independently on a variety of administrative work and technical assignments

  • Manage workload and priorities to meet necessary deadlines

  • Work both independently and as a team player

  • Communicate (verbally and written) technical and analytical information to a diverse set of audiences

  • Clearly document policies and procedures
