Job description

Brown and Caldwell (BC) is currently looking for a Senior Water Resources Project Manager to join our growing team in Portland, Oregon.ย This is an exciting, client-facing role where the selected individual will have the resources and autonomy to oversee and lead stormwater planning and municipal regulatory compliance project work. This role is unique because it offers technical engagement in addition to opportunities to work directly with public agencies on planning and policy.

The ideal candidate will have local and regional client connections, and anticipated project work will span across the state of Oregon as well as Washington and Idaho.

Hybrid work from our Portland, OR office is preferred. Remote working from Oregon/SW Washington is allowed; remote employees may be asked to periodically travel to our Portland office/regional client offices.

Detailed Description

The selected individual will utilize their knowledge of Pacific Northwest environmental and stormwater regulations, municipal agencies and clients, project delivery, and business metrics to effectively plan, execute, monitor, and deliver quality to our clients.

Depending on interest and skills, technical work areas might include:

  • Provide compliance support to municipal clients with respect to National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) permits and Total Maximum Daily Load (TMDL) requirements under the Clean Water Act.
  • Review stormwater management plans, code, ordinances, standard operating procedures and/or design manuals to assess compliance with Department of Environmental Quality requirements.
  • Prepare written reports, presentations, and other technical documentation to describe technical work, analyses and recommendations.
  • Support the development of municipal stormwater code and/or design standards/ manuals.
  • Manage or conduct master planning efforts for municipal stormwater utilities such as the development of water quality and water capacity related capital improvement projects.
  • Direct and/or conduct GIS data analysis and mapping to support planning or design related activities and prepare maps for reports and presentations.
  • Direct and/or conduct hydrologic/hydraulic modelling of municipal storm drainage systems in support of planning or design projects.
  • Direct and/or support stormwater-related design projects.
  • Apply software tools for the conceptual and final sizing of stormwater quality and quantity management facilities.
  • Conduct regional and national research regarding stormwater program compliance options.
  • Participate in client and internal meetings to advance project work.
  • Occasionally travel to project sites for data collection and client meetings.
  • Delegate and oversee the work of technical staff and engineers.
  • Assist with and/or lead business development efforts including positioning, pursuits, and proposal development efforts.
  • Build trusted relationships with municipal agencies, while collaborating with BCโ€™s client service managers and project teams to assess client satisfaction.
  • Support the development of strategies for the water resources market sector in the Northwest.
  • Participate in office work groups and organizations to benefit the companyโ€™s knowledge of issues and to understand client needs.
  • Incorporate climate change projections and resiliency approaches into planning.

Required Qualifications:ย 

  • B.S. degree in engineering or related environmental field with a minimum of 12 years of experience managing and delivering stormwater-related planning and/or design projects for municipalities or private entities.
  • Familiarity with regulations driving stormwater management and permitting.
  • ArcGIS training and/or experience.
  • Strong interpersonal skills as well as strong written communication skills and experience producing technical reports.
  • Ability to work in a team environment.
  • Understanding of and ability to use Microsoft Office Suite programs including MS Project.
  • Successful track record in managing and tracking project budgets.

Preferred Qualifications:ย 

  • M.S. degree in engineering or related environmental field.
  • 15+ years of experience managing and delivering stormwater-related planning and/or design projects, with at least 8 of those years in a Project Manager capacity.
  • P.E. or ability to obtain a P.E in the state of Oregon is preferred but not required.
  • Understanding of municipal stormwater regulations at a local and regional level.
  • Experience leading or supporting competitive sales efforts with municipal clients.
  • Experience leading or overseeing stormwater planning efforts, including H/H modeling of surface water hydrology and hydraulics, including rainfall-runoff, open channel, and collection system hydraulics.
  • Experience with SWMM modeling platforms.

Salary Range:ย Theย anticipatedย starting payย range for this position is based on the employeeโ€™s primary work location and mayย beย more or lessย dependingย upon skills, experience,ย and education.ย  These ranges may be modified in the future.
