Job description

What Your Day Will Look Like:

As a Senior Roadway Engineering Project Manager, you will lead the successful delivery of complex roadway improvement projects, overseeing all phases from conceptual planning through final design and construction. This role is responsible for managing the full lifecycle of projects, including schematic development and PS&E (Plans, Specifications, and Estimates) preparation, while ensuring alignment with client requirements, regulatory standards, and budget and schedule commitments.

You will provide technical leadership and strategic direction to multidisciplinary teams, coordinate with internal stakeholders, clients, and external partners, and proactively manage risks to ensure high-quality project outcomes. The Senior PM is accountable for project performance, resource allocation, and client satisfaction, and serves as a trusted advisor on transportation design and delivery strategies. This position reports to the Area Manager and plays a key role in driving operational excellence and business growth within the transportation practice.

What You'll Do:

  • Lead development of project scopes, schedules, and fee estimates, ensuring alignment with client objectives, contract requirements, and profitability targets.
  • Provide oversight and technical direction for the design of complex roadway, highway, and traffic engineering projects across all phases of delivery.
  • Manage multidisciplinary teams, coordinating engineers, designers, and subconsultants to deliver high-quality PS&E packages on schedule and within budget.
  • Serve as the primary point of contact for clients, fostering strong relationships and ensuring consistent communication throughout the project lifecycle.
  • Drive business development efforts, including pursuit strategy, proposal development, and interview preparation to secure new work.
  • Collaborate with client account managers and leadership to identify opportunities, position the firm competitively, and successfully win project pursuits.
  • Oversee project financial performance, including budget tracking, forecasting, and risk management to ensure successful project outcomes.
  • Ensure compliance with applicable design standards, including TxDOT, AASHTO, and local agency requirements, as well as quality control/quality assurance protocols.
  • Proactively identify project risks and develop mitigation strategies to maintain schedule, budget, and technical integrity.
  • Mentor and develop junior staff, providing leadership, technical guidance, and performance feedback to build a high-performing transportation team.

What You'll Need:

  • Bachelor of Science in Civil or Structural Engineering.
  • Professional Engineer (PE) license.
  • 15+ years of transportation engineering experience, and 5+ years of project management experience.
  • Demonstrated experience managing project scopes, schedules, budgets, and multidisciplinary teams on large-scale roadway or highway projects.
  • Proven track record of delivering projects on time and within budget while meeting client expectations and quality standards.
  • Established client relationships and a history of contributing to or winning new work with DOT, municipal, or regional agencies.
  • Experience supporting or leading business development efforts, including proposal preparation, pursuit strategy, and client presentations/interviews.
  • Ability to identify opportunities, develop capture strategies, and collaborate with leadership to expand market presence.
