We are seeking a IT Project Lead (SME)

REQUIRED QUALIFICATIONS:  

Experience

  • 10 years of experience in planning, initiating, and managing Information Technology (IT) projects within the information security field.

  • Excellent verbal and written communication for engaging with stakeholders at all levels.

  • Strong capability to analyze data, identify trends, and make data-driven decisions.

  • Proven ability to lead cross-functional teams and foster collaboration.

  • Demonstrated experience serving in a supervisory capacity overseeing a large workforce of contractor personnel.

  • Demonstrated experience initiating, supervising, and/or developing project requirements from inception through completion for complex to extremely complex programs.

  • Demonstrated experience providing strategic advice, technical guidance and expertise to program and project staff.

  • Demonstrated experience supporting government agencies, customers, or contracts within federal environments. This includes the Intelligence Community (IC), Department of Defense (DoD), Federal Civil agencies, and military organizations. Prior experience supporting the same or similar contract, with an in-depth understanding of the customer environment, requirements, and operational landscape, is highly desirable.

Education

  • Bachelor's and/or advanced degree in computer science, business management, or IT related discipline is preferred

About the contract:

This contract supports the Security Assessment and Authorization (SAA) program and information system security responsibilities at a Federal Agency. Responsibilities of the contract as a whole include providing comprehensive Information Systems Security Officer (ISSO) and Information Systems Security Engineer (ISSE) support to address evolving cybersecurity needs by providing Information Security as a Service (ISaaS).

About the position:

This person serves as the ISaaS Technical Director and Team Lead responsible for the successful development, implementation, schedule, and cost performance of a major program, or multiple programs, through subordinate program/project managers (non-tech), in accordance with the call order requirements and other federal policies, procedures and guidelines. The Technical Director serves as the official point of contact with Government representatives. The cybersecurity team lead oversees Information Systems Security Engineers (ISSEs) and Information System Security Officers (ISSOs) supporting government systems and networks. The role manages daily security operations, coordinates RMF and compliance activities, assigns technical tasks, reviews security documentation, and ensures adherence to NIST and federal cybersecurity requirements. The team lead serves as the primary interface with government stakeholders, drives risk mitigation efforts, and ensures secure, compliant, and mission-ready system operations.

Work Description:

  • Manages the team of Information Systems Security Engineers (ISSEs) and Information System Security Officers (ISSOs).
  • Supports one or more projects or programs, may supervise professional and technical contractor personnel performing in their customary disciplines. Overseas team performance to achieve objectives.
  • Trains and supervises contractor team personnel.
  • Responsible for all phases of the contracted funding.
  • Performs analysis for call order reviews with various software.
  • Develops Quality Assurance (QA) Programs for all products and services.
  • Responsible for recruiting, interviewing, and hiring contractor staff.
  • Assigns contractor staff and provides technical direction as necessary to complete task.
  • Monitors call order, subcontractors, and funding; prepare forecasts of program financial performance.
  • Develops and delivers required call order, departmental, project and/or financial reports for this Call Order.
  • Assess risk, identify business threats, and evaluate system or network security programs to create a security operations strategy while reducing risks to systems and data.
  • Utilizes the NIST Risk Management Framework model to assist and manage information security incidents to minimize risk to systems and data.
  • Develops and maintains collaborative relationships with various government teams to conduct cyber security operations across various branches of government.
  • Creates standard operating procedures (SOPs) in partnerships with government personnel to enhance security operations, improve response capabilities, and to meet compliance requirements.
  • Works with various government departments in deploying best security practices as results of planned cybersecurity assessments on systems and data.
