The Program Analyst III serves as an advanced journey-level analyst within Internal Financial Operations and functions as a senior fiscal and program analysis subject matter expert supporting multiple Cal OES Directorates. Under general direction, the incumbent independently performs highly complex, sensitive, and specialized analytical work with department-wide impact. The position is responsible for leading complex fiscal projects, resolving high-risk or non-routine financial issues, developing analytical tools and processes, and providing consultative services and strategic recommendations to executive and senior management.
The Program Analyst III acts as a primary point of contact for complex fiscal matters affecting multiple directorates, exercises independent judgment in interpreting and applying state and federal laws, regulations, and fiscal policies, and provides project lead guidance to staff, including but not limited to Analyst II's performing related analytical work. The incumbent plays a key role in ensuring fiscal integrity, compliance, transparency, and operational readiness across the department.
The Program Analyst III is responsible for rotating assignments across Cal OES Directorates as needed to assess, organize, and stabilize fiscal and analytical processes. In this capacity, the incumbent evaluates existing workflows; identifies inefficiencies, gaps, or compliance risks; develops standardized procedures, documentation, and training materials; resolves complex or inherited fiscal issues; and prepares stabilized workloads for transition to staff. This function supports continuity of operations, strengthens internal controls, and improves long-term efficiency.

Hybrid Telework: This position is eligible for a hybrid work schedule. Additional in office days may be required based on the business need.

The California Governor's Office of Emergency Services (Cal OES) is an emergency response, homeland security, and disaster recovery agency and as a result, is a dynamic and exciting place to work in a team-oriented environment. Cal OES provides training to enhance the understanding of emergency and incident management to all employees.
The Finance & Logistics Administration Directorate oversees sections managing Cal OES operations including budgeting, fiscal analysis, accounting, grants management, human resources, labor relations, staff recruitment, examinations, organization and professional development, disaster and internal logistics support. The Directorate is comprised of four sections: Administrative Services, Human Resources, Grants Management and Logistics.
In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.
