Position Overview
The Arizona Department of Economic Security (AZDES) is seeking an experienced Procurement Analyst to support IT Strategy & Projects initiatives. The ideal candidate will have strong experience in IT software procurement, vendor management, contract negotiations, cloud licensing models, RFP/RFQ development, and technology investment analysis.
Key Responsibilities
Manage IT software procurement activities and procurement lifecycle processes
Analyze and manage SaaS, PaaS, RaaS, and IaaS licensing models
Negotiate contracts, SLAs, renewal terms, pricing, and data sovereignty clauses
Develop and evaluate complex RFPs, RFQs, and Statements of Work (SOWs)
Manage procurement projects, timelines, stakeholders, and deliverables
Conduct Total Cost of Ownership (TCO) and Return on Investment (ROI) analyses
Support technology acquisition strategies and vendor selection processes
Ensure compliance with procurement standards and cloud procurement frameworks
Collaborate with business, technical, legal, and executive stakeholders
Required Skills & Experience
Minimum 3 years of IT Software Procurement experience
Strong understanding of procurement processes and vendor management
Excellent communication, negotiation, analytical, and organizational skills
Experience managing procurement activities across multiple stakeholders
