Job description

Summary
This position serves as Management and Program Analyst for the William S. Middleton Memorial VA Hospital, a complexity level 1b facility in Madison, WI. The program Analyst position is organizationally aligned under the Office of the Associate Director of Nursing & Patient Care Services (ADPCS) and preforms a broad range of duties involving data collection and reporting from multiple clinical databases. Assignments involve data gathering, reporting and completeness and accuracy.

Duties include but are not limited to:
  • Coordinates student onboarding and ADPAC duties for the education department
  • Serves as a liaison for mandatory training completion for onboarding nursing student trainees, ensures proper computer access is given to students, and removed upon completion of training hours, and coordinates onboarding tasks with the academic center, individual students, human resources and OI&T.
  • Evaluates often incomplete information and makes recommendations for effective use of that data to achieve optimum organizational changes and to effect performance improvement.
  • Serves as technical expert in subject areas such as Talent Management System (TMS).
  • primarily responsible for managing and tracking User training needs.
  • Works closely with the manager of the Education department and the Chief of Integrated Nursing Services in order to provide complete and seamless administrative coverage for the Patient Education Resource Center (PERC).
  • Greeting and assisting all visitors, receiving and screening calls for the PERC.
  • Assisting with MyHealtheVet and VA.gov troubleshooting, and referring to other services housed within or adjacent to the PERC.
  • The incumbent may assist with room reservation tracking, and other administrative tasks within the PERC or education classroom space.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/12/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-7 position you must have served 52 weeks at the GS-5.
For the GS-9 position you must have served 52 weeks at the GS-7 The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
GS-07: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: student trainee onboarding, process improvement and data validation while independently planning the phases of, and carrying out, various assignments and projects in addition to regular administrative duties.

Education: Have 1 full year of graduate education in a related field to the position. Or I have completed a 4-year course of study leading to a bachelor's degree in any field and I have superior academic achievement (S.A.A). S.A.A. is based on I graduated in the top third of my class. Class is defined as the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration. I graduated with a Grade-point average of 2.95 or higher out of a possible 4.0. This grade point average could have been determined based on 4 years of education or based on courses completed during the final 2 years of the curriculum. I graduated with a grade-point average of 3.45 or higher out of a possible 4.0 based on courses required for my major field or courses in the major field completed during the final 2 years of the curriculum. I am a member of a national scholastic honor society. (MUST PROVIDE TRANSCRIPTS).

Combination: Applicants may also combine education and experience to qualify at the GS-7 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-7. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.
GS-09: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: student trainee onboarding, process improvement and data validation while independently planning the phases of, and carrying out, various assignments and projects in addition to regular administrative duties.
