Director Environmental and Permitting

Job Type: Full-Time

Position Overview

Twin Metals Minnesota is seeking an experienced and strategic Director, Environmental and Permitting to lead environmental review and permitting efforts for large-scale project development initiatives. This position reports directly to the Chief Project Officer and plays a critical leadership role in advancing environmental compliance, permitting strategy, stakeholder coordination, and regulatory engagement.

The ideal candidate will bring extensive experience managing complex environmental permitting processes, leading multidisciplinary teams, and supporting large infrastructure, mining, energy, or industrial development projects.

This position is based in Ely, Minnesota. In-office attendance is expected; however, a hybrid work schedule may be accommodated for qualified candidates not located in the immediate area.

Key Responsibilities

  • Support and adhere to company safety and environmental requirements and protocols
  • Lead scope development for field work supporting environmental review and permitting activities
  • Oversee preparation and submission of regulatory documentation, technical reports, and key environmental review materials
  • Manage the development, review, and delivery of environmental studies and reports required for permitting and regulatory compliance
  • Identify project risks and develop mitigation strategies to maintain project schedules and company objectives
  • Manage consulting teams across multiple environmental disciplines to ensure adherence to approved scope, schedules, budgets, and deliverables
  • Coordinate with regulatory agencies and consultants to advance environmental review and permitting milestones
  • Collaborate with engineering and project development teams to integrate environmental considerations into project planning
  • Support additional environmental review and project advancement initiatives as needed

Required Qualifications

  • Bachelor’s degree in Environmental Science, Geology, Engineering, Natural Resources, Environmental Policy, or related field
  • 8–15+ years of progressively responsible experience in environmental compliance, permitting, regulatory affairs, or project development (Mining Strongly Preferred)
  • Demonstrated experience managing federal, state, and local permitting processes
  • Strong knowledge of environmental regulations including:
    • NEPA
    • Clean Water Act
    • Clean Air Act
    • ESA
    • CERCLA
    • RCRA
    • State permitting requirements
  • Experience leading multidisciplinary environmental studies and technical consulting teams
  • Proven project management experience involving large, complex infrastructure, mining, energy, construction, or industrial projects
  • Ability to build and maintain relationships with regulatory agencies, Tribal governments, stakeholders, and community groups
  • Experience preparing or overseeing:
    • Environmental Impact Statements (EIS)
    • Environmental Assessments (EA)
    • Permit applications
    • Compliance reporting
  • Strong written and verbal communication skills, including executive presentations and regulatory correspondence
  • Experience managing budgets, schedules, risk, and environmental compliance programs
  • Proficiency with Microsoft Office and environmental/project management software
  • Valid driver’s license and ability to travel to project sites as needed
  • Strong team collaboration and leadership abilities

Preferred Qualifications

  • Master’s degree in Environmental Science, Geology, Engineering, Public Policy, or related discipline
  • Professional certifications such as:
    • PG
    • PE
    • PMP
    • CEP
    • AICP
  • Experience in mining, energy, transportation, renewable energy, or large-scale infrastructure development
  • Direct experience with environmental review and permitting in Minnesota or Upper Midwest jurisdictions
  • Experience coordinating with agencies such as:
    • U.S. Army Corps of Engineers
    • EPA
    • BLM
    • USFS
    • Tribal Nations
    • State environmental agencies
  • Background in stakeholder engagement, tribal consultation, public hearings, and community relations
  • Experience developing permitting strategies for greenfield projects
  • Knowledge of GIS, environmental data systems, or technical modeling tools
  • Supervisory experience leading environmental and permitting teams
  • Experience supporting executive leadership, board reporting, or investor due diligence
  • Familiarity with sustainability initiatives, ESG reporting, reclamation planning, or closure planning
  • Tribal membership or experience working collaboratively with Tribal Nations and Indigenous communities
  • Military leadership experience or veteran status
