Job description

POSITION OVERVIEW:
The Senior Leasing Manager is responsible for overseeing all leasing operations, maintaining optimal occupancy, and ensuring full compliance with Low-Income Housing Tax Credit (LIHTC) regulations at Victoria Park North East and Fairgreen Senior Apartments. This position reports directly to the Regional Manager and serves as the primary point of accountability for leasing performance across both communities.

MULTI-SITE LEASING & OCCUPANCY MANAGEMENT:
  • Maintain target occupancy levels (minimum 95%) at both Victoria Park North East and Fairgreen Senior
  • Apartments through proactive and strategic leasing efforts.
  • Allocate time effectively between properties based on leasing activity, vacancy status, and operational needs.
  • Process all rental applications including income certifications, asset verifications, and eligibility determinations in accordance with LIHTC and age-restriction requirements.
  • Conduct professional property tours, respond promptly to all inquiries, and convert prospective residents to signed leases.
  • Manage and maintain accurate waitlists for each property, ensuring timely outreach and proper documentation.
  • Coordinate move-ins, move-outs, and unit turnovers with maintenance staff to minimize vacancy loss.
  • Monitor and report on all leasing activity metrics including traffic, applications, approvals, denials, and conversion rates

LIHTC COMPLIANCE & DOCUMENTATION:
  • Complete initial certifications, annual recertifications, and interim recertifications within all required timeframes.
  • Verify applicant and resident eligibility under applicable income limits, student status rules, and senior age restrictions (62+).
  • Maintain accurate, audit-ready tenant files in accordance with Maryland DHCD requirements and IRS Section 42 regulations.
  • Prepare for and actively participate in all compliance audits and monitoring reviews conducted by state agencies or investors.
  • Stay current on regulatory changes affecting LIHTC senior housing in Maryland and implement procedural updates as required.
  • Ensure zero compliance findings through meticulous attention to file documentation and certification accuracy.

MARKETING & COMMUNITY OUTREACH:
  • Develop and execute property-specific marketing strategies to maintain robust applicant pipelines.
  • Build and nurture relationships with Baltimore-area senior services agencies, hospitals, social workers, and community organizations.
  • Coordinate and host outreach events, open houses, and community presentations at both locations.
  • Maintain consistent BCI Management branding while addressing each property's unique characteristics.
  • Monitor advertising effectiveness and adjust marketing spend allocation based on results.

RESIDENT RELATIONS & RETENTION:
  • Serve as primary point of contact for resident concerns related to leasing, renewals, and occupancy matters.
  • Enforce lease terms consistently and fairly across both communities.
  • Support a positive living environment in coordination with on-site property management staff.
  • Implement resident retention strategies to minimize turnover and maintain stable occupancy.
  • Address and resolve resident complaints and concerns in a timely, professional manner.

REPORTING & ADMINISTRATION:
  • Prepare and submit weekly status reports for each property detailing occupancy, leasing activity, certification status, and pipeline metrics.
  • Track all lease expirations and coordinate timely renewals to prevent lapses.
  • Maintain organized electronic and physical filing systems for all leasing documentation.
  • Utilize property management software (Yardi or equivalent) for all leasing transactions and reporting.
  • Ensure timely submission of all required reports to ownership, investors, and regulatory agencies.

FAIR HOUSING & REGULATORY COMPLIANCE:
  • Ensure all leasing activities comply with the Fair Housing Act, Americans with Disabilities Act, and applicable state/local fair housing laws.
  • Adhere to age-restriction requirements under the Housing for Older Persons Act (HOPA).
  • Maintain current Fair Housing certification and attend required training.
  • Document all applicant interactions and maintain consistent screening criteria.

STAFF COORDINATION & TRAINING:
  • Provide guidance and training to on-site staff on leasing procedures and compliance requirements.
  • Coordinate with maintenance teams on unit readiness and make-ready timelines.
  • Communicate regularly with Property Managers regarding leasing operations and resident matters.
  • Participate in staff meetings and contribute to operational improvements.
