Job description

Salary Range:  $68,778  - $110,732     Salary Grade: 22     FLSA:  Exempt

Purpose of Classification:

The purpose of this classification is to manage the day-to-day operations and staff of an assigned library branch and is responsible for one or more specialized areas.
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Supervises, directs and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining and completing employee performance appraisals; interviews and hires new employees; and coordinates training activities.
Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.
Manages the daily library operations and staff activities; evaluates effectiveness of library services; organizes and prioritizes workload; makes work assignments; monitors status of work in progress and inspects completed work; reviews work requirements with staff; troubleshoots and assists with complex or problem situations; and provides direction, advice, and technical expertise.
Provides direct input on overall management of the library; interprets library policies to the public and enforces library policies; represents the library and the assigned functional area of service to library patrons and the community; writes grant requests; manages petty cash funds; and maintains awareness of legislation affecting library operations and area of assignment.
Oversees the library's circulation functions, technical services, and computer lab functions; prepares reports of circulation and technical service activity; develops and implements policies and programs to enhance operations of same; and works with division heads to ensure optimal service delivery.
Maintains and manages the property including the equipment, building, parking lot and surrounding property; supervises interior to ensure the safety of patrons, equipment, building and property; checks branch daily for maintenance or repairs; monitors progress in completion of work; reviews meeting space applications; cleans restrooms when custodian is absent; and cleans the branch when necessary.
Assists in developing and implementing long- and short- term plans, goals, and objectives; compiles or monitors various data pertaining to library operations; analyzes data and identifies trends; and recommends equipment purchases and computer system replacements/upgrades.
Assists with preparation of annual budget requests; provides input on budgetary expenditures; and monitors expenditures to maintain compliance with established budget.
Develops a major collection for the library involving sensitivity to and experience with a critical and targeted readership; recommends the selection, retention, and development of collection; selects books and materials for purchase and prepares order lists; and manages the acquistion of new materials for the library collections.
Conducts computer training classes for library staff and members of the public; and prepares instructional materials.
Provides information and assistance to the public regarding library programs, services, materials, facilities, equipment, fees, procedures, or other issues; and responds to complaints, researches problems, and initiates problem resolution.
Provides customer service to library patrons and the public; provides assistance and information related to library programs, services, materials, facilities, equipment, fees, procedures, or other issues; responds to questions and complaints related to library operations; researches problems and initiates problem resolution; greets visitors and directs to areas of library; assists patrons with various library services; assists patrons in requesting, selecting, and locating library materials; and researches book titles, book availability, patron records, or related information.
Plans and coordinates the library's technical services function in the creation and maintenance of records associated with library collections; creates and modifies bibliographic database records according to established standards governing cataloging, formatting, subject headings, and Dewey Decimal classification; modifies bibliographic database records for library use, including assignment of local call number and specific subject access terms for the community; verifies machine-readable cataloging authority records associated with bibliographic records to create controlled vocabulary for subject and name access; enters and loads bibliographic and authority database records into library system; creates item level database records and identification numbers; and creates and publishes indexes and other finding aids.
Develops, plans and presents training classes and materials for library staff; schedule and promote learning opportunities to staff; coordinates with other county departments and organizations for sharing knowledge and resources; track registration for classes; maintains training history and records; compiles and analyzes statistics; and completes and files reports for national, state and county needs.
Plans and presents programming for adults and children; publicizes programs to the public; and collects programming statistics.
Performs custodial and security duties; in the absence of the custodian, assumes duties of the custodian to ensure the restrooms and branches are clean and presentable; monitors the branch environment for unclean areas; in the absence of the security guard, monitors the branches and grounds for safety issues and concerns.
Minimum Qualifications:

Master's degree in Library and Information Science from an American Library Association accredited graduate school; five years of progressively responsible experience in library science, to include lead or supervisory experience; or any equivalent combination of education, training and experience which provides the requisite knowledge, skills and abilities for this job.
 

Specific License or Certification Required: Must possess and maintain a valid Georgia driver's license; and must possess and maintain licensure from the Georgia State Board for the Certification of Librarians within six months of employment in this classification.
