KBR manages a contract to provide a skilled and dedicated contractor workforce in support of TACOM's mission at RRAD, Anniston Army Depot (ANAD), Sierra Army Depot (SIAD), and Watervliet Arsenal (WVA).

Job Summary

KBR is seeking a Site Manager to join our team in Sierra Army Depot (SIAD), in Herlong, California. The Site Manager serves as the KBR Manager at SIAD, and oversees a KBR and sub-contracted labor workforce of approximately 100 employees that supplements a government workforce in a Government Owned, Government Operated environment.

This position is located at US Army TACOM Sierra Army Depot (SIAD), in Herlong, California.

This position reports to the KBR RRAD Senior Program Manager located at a KBR office in Texarkana, Tx.

Roles and Responsibilities

The Site Manager will:

  • Be responsible for:

    • Serving as the primary Point of Contact for the contracting officer, Contracting officer Representatives, and other site officials on all matters related to KBR operations at SIAD.

    • Ensuring employees (prime and sub-contracted) at the site adhere to KBR's policies and procedures including the Code of Business Conduct (COBC), Health Safety, and Environmental compliance. Lead, promote, and ensure strong safety culture by incorporating and enforcing KBR's Zero Harm values.

    • Project monitoring and reporting to the RRAD Program Management Office (PMO) and the customer at each site, including the use of tools such as organizational charts, staffing curves, performance metrics, and dashboards, both in SharePoint, and by other means. Responsible for timely and accurate submission of Contract Required Documents List (CDRL) to PMO and the customer.

    • Execution of work as required by the PWS, to the specifications determined by the US Government.

    • Execution of the project within budget and costs are strictly managed. Responsible for ensuring manning at approved levels at all times.

    • Ensures compliance with ISO 9001:2015 standards as they pertain to the entire program.

    • Management and administration of KBR's management operating systems, including KBR Performance Excellence (KPEX)

  • Manage the workforce:

    • Lead and manage a team of supervisors and a Union/Non-Union workforce of ~100+ employees

    • Manage a subcontract workforce which augments the KBR workforce

    • Ensuring all sites are staffed as required, manage retention, recognition, and employee incentive programs. Ensures compliance with Collective Bargaining Agreements as applicable, participates in the arbitration or grievance process as required.

    • Mobilization and demobilization transitions

    • Oversees a Government Furnished Equipment tool program to ensure tool accountability and employee fiscal responsibility is maintained

    • Administration of a training program and training records management to ensure workforce meets all job requirements as specified by both KBR and the USG

  • Develops and maintains a strong effective relationship with the customer site and work center leadership acting as primary interface for administration of the contract for the site.

  • Participates in planning processes with customer providing input on matters related to the responsibility inherent in the contract.

  • Manages complex deliverable, production, and staffing schedules

  • Ensures submission of required reports and CDRL reports to the customer and receives required reports from site managers and program management staff.

  • Manages the process of compiling, analyzing and interpreting statistical data related to contract operations and initiates and manages corrective actions.

  • Ensures audits are performed at the site level to ensure all policies procedures and quality safety and environmental standards are followed.

  • Performs other related duties as assigned.

Basic Qualifications

  • Must be a U.S. Citizen.

  • Must be able to obtain and maintain local base access.

  • Must be able to obtain and maintain a favorable Common Access Card (CAC) issuance.

  • Possesses a valid state motor vehicle license and valid US Passport.

  • Bachelor's Degree in Logistics Management, Production Management, Operations Management, or Business Management or engineering field (e.g. Mechanical Engineering, Industrial Engineering, or Electrical Engineering). Applicable specialized military or military contracting experience can be used in lieu of formal post high school education on a one-to-one basis.

  • 8 Years of experience in a related field with 5 years in a management or supervisory capacity.

  • Required to obtain and maintain SECRET Clearance (Current or Prior).

  • Demonstrated experience managing a large workforce.

  • Must be able / willing to deploy CONUS/OCONUS in support of the contract.

  • This role requires proficiency in the Microsoft suite of products.

  • This is not a remote position. Must be in-person at RRAD Texarkana, TX in support of the contract during work-hours.

Physical Requirements:

  • Must be able to stand - between 1 to 2 hours per day.

  • Must be able to walk - between 1 to 2 hours per day.

  • Must be able to Lift - up to 35 lbs periodically.

  • Must be able to occasionally work outside and in non-climate-controlled environments.

Preferred Qualifications

  • Previous successful performance managing DoD contracts, and Firm Fixed Price contracts.

  • PMP Certification highly preferred.

  • Training and experience using AI and other business intelligence tools.

  • Lean Six Sigma Green or Black Belt.

  • Prior training and certification with experience using Logistics Modernization Program (LMP).

Pay

Basic Compensation Range: $85,269 - $94,744

The offered rate will be based on the selected candidate's knowledge, skills, abilities and/or experience and in consideration of internal parity.
