Introduction ** THIS POSITION IS OPEN TO CURRENT CITY OF MILWAUKEE EMPLOYEES ONLY** Purpose The Inventory and Purchasing Manager oversees the Department of Public Works (DPW) stock, storage facilities, and all matters related to the DPW's Inventory Control Program. Essential Functions Inventory and Purchasing Management Conduct daily review of inventory transactions, purchase orders, and receipt activity to ensure accuracy and available funding; approve the inventory for posting to the ledger. Prepare monthly inventory value and cycle count activity reports and reconciliation reports of module value to the actual ledger value for all departmental warehouses.
Review cycle count paperwork for compliance with departmental inventory policy; prepare and submit reports regarding review findings to appropriate management staff. Prepare year-end inventory value, volume and variance reports. Inventory and Purchasing Monitoring Monitor departmental inventory, facility access and security.
Review overnight warehouse access activity at non-fleet warehouses; semi-annually coordinate a review of facility physical security to ensure needed repairs are addressed promptly. Request inventory access lists to be updated annually. Monitor inventory activity for compliance with departmental inventory policy.
Report breaches of policy to departmental management and periodically review policy, recommending changes as appropriate. Administrative and Supervision Maintain the City's Financial Management Information System (FMIS) inventory module item master and other system control records by adding, changing and inactivating records, including an annual update of system Transaction Accounting Rules. Lead FMIS Inventory Module functional system bundle patch, upgrade and system testing as the Information Technology Management Division (ITMD) requires.
Serve as the departmental liaison to other City departments in all matters related to inventory and inventory purchasing. Provide training to field locations on entries into the FMIS system. Train and coach staff regarding inventory and purchasing expectations.
Assign, coordinate, and direct the work of staff assigned to DPW's Inventory Control Program. Minimum Requirements Regular status as a City of Milwaukee employee, having successfully completed a probationary period for a civil service position, or status as a City of Milwaukee employee in a fixed-term position.
Bachelor's degree in public administration, business administration, or accounting from an accredited college or university. One year of experience in inventory management, accounting, or other experience performing duties related to the essential functions above. Equivalent combinations of education and experience may also be considered.

Desirable Qualifications Master's degree in a related field as described above.
Experience in public sector budgeting, finance, accounting or auditing. Knowledge, Skills, Abilities & Other Characteristics Technical Knowledge of inventory management concepts and best practices. Ability to utilize financial software for reconciliation and reporting of inventory accounts.
Knowledge of mathematics related to finance and the ability to make accurate financial calculations and projections. Knowledge of business administration concepts. Ability to utilize standard computer software and programs such as word processing, spreadsheet and databases to create documents and prepare reports.
Ability to learn and utilize the City's Financial Management Information System (FMIS). Communication and Interpersonal Ability to effectively present information and respond to questions from groups of managers, staff and the public. Ability to convey thoughts clearly, concisely and accurately, both inside and outside the organization.
Ability to work cooperatively, effectively and fairly with coworkers and citizens whose backgrounds may differ from one's own. Ability to build and maintain good working relationships with a multi-cultural, multi-disciplinary staff, the public, various City of Milwaukee officials, and other agencies. Ability to analyze processes and recommend process changes to improve efficiency and effectiveness.
Leadership Knowledge of leadership principles and the ability to effectively supervise staff members. Skill in coordinating people and resources to achieve desired outcomes. Ability to effectively plan and delegate work, manage multiple priorities, and work within tight time constraints to meet deadlines.
Ability to assign duties, set performance standards, provide guidance and training, monitor work in progress, evaluate performance, and make hiring recommendations. Ability to foster an environment of inclusion where all employees are treated respectfully, are valued for their strengths, and feel that they can safely express themselves. Critical Thinking and Professionalism Strong analytical, research, and project participation skills.
Data entry and computer skills to accurately enter, code, and track inventory procedures. Organizational skills and the ability to multitask to accomplish work efficiently and within deadlines. Ability to work under pressure and handle multiple and changing priorities.
Attention to detail to ensure accuracy for transactions, purchase orders, and receipt activity. Ability to maintain confidentiality; demonstrate honesty, ethical behavior; and use sound judgment. Highly motivated, self-directed and well organized.
Current Salary The current salary range (1EX) is $76,500-$89,460, and the resident incentive salary range for City of Milwaukee residents is $79,560-$93,038. Appointment will be made in accordance with the provisions of the salary ordinance. Selection Process THE SELECTION PROCESS will be job-related and will consist of one or more of the following: an evaluation of related education, experience, and accomplishments, an evaluation of written communication, interviews, and/or other assessment methods.
The Department of Employee Relations and the Department of Public Works reserve the right to call only the most qualified candidates to proceed in the selection process. Information from the selection process will be used to make a hiring decision. Selected candidates will be transferred and/or promoted to the position.
