This role sits at the intersection of engineering, capture, and proposal development—ensuring that every solution is technically sound, compliant, and aligned with customer mission needs.
Key Responsibilities
  • Lead the development of technical solutions for proposals, including architectures, implementation strategies, and technical narratives.
  • Analyze solicitation requirements and translate them into compliant, innovative, and competitive solution designs.
  • Collaborate closely with capture managers, BD teams, SMEs, and program leaders to shape solutions early in the pursuit lifecycle.
  • Develop technical sections of proposals, including system designs, diagrams, staffing approaches, methodologies, and risk mitigation strategies.
  • Conduct research on emerging technologies, industry best practices, and agency-specific mission priorities to inform solution development.
  • Participate in color team reviews, solution refinement sessions, and proposal strategy meetings.
  • Present technical concepts to internal leadership, government customers, and teaming partners.
  • Ensure all technical content is accurate, consistent, and aligned with win themes and discriminators.
  • Support the creation of reusable solution frameworks, templates, and technical proposal assets.
Required Qualifications
  • 5+ years of experience in solutions architecture, systems engineering, or technical proposal development within the government contracting sector.
  • Technical degree in Computer Science, Engineering, Information Systems, or a related field.
  • Demonstrated experience developing solutions for federal agencies (DoD, DHS, Civilian, or Intel).
  • Strong understanding of the federal acquisition lifecycle, proposal processes, and compliance requirements.
  • Proven ability to write clear, persuasive technical content for proposals.
  • Excellent communication and presentation skills, with the ability to simplify complex technical concepts.
  • Ability to work under tight deadlines and manage multiple proposal efforts simultaneously.
Preferred Qualifications
  • Experience with cloud architectures (AWS, Azure, GovCloud).
  • Certifications such as CISSP, PMP, AWS Solutions Architect, ITIL, or similar.
  • Experience supporting large-scale bids, IDIQ vehicles, or rapid-turn proposal environments.
