This position is contingent upon contract award.


As a critical member of the Commander, Navy Installations Command (CINC) N36T Shore Operations Training Group (SOTG), you will serve on the Virtual Training Team (VTT) and deployable Mobile Training Team (MTT) delivering expert-level classroom instruction to Navy leadership and emergency personnel worldwide. You will be responsible for bridging the gap between complex emergency management doctrine and real-world installation operations. The ideal candidate is a proactive problem-solver who understands the unique "Ashore" environment and can translate Homeland Security Exercise Evaluation Program (HSEEP) and Navy Warfare Training System (NWTS) requirements into actionable readiness for Installation Command Duty Officers and Senior Leaders.


Key Responsibilities

  • Instructional Delivery: Lead high-visibility classroom instruction both in-person (MTT) and virtually (VTT) via Microsoft Teams.
  • Team Integration: Collaborate seamlessly within a multi-disciplinary team environment to ensure standardized training delivery across the enterprise.
  • Technical Troubleshooting: Maintain proficiency in Microsoft Office 365, specifically Microsoft Teams, with ability to independently troubleshoot and resolve software issues during live performance periods.
  • Curriculum Mastery: Familiarity with ADDIE framework preferred. Proven ability to facilitate and deliver a diverse catalog of courses, including but not limited to:

* Emergency Management for Senior Leaders

* ROC Crisis Action Team (CAT) & EOC-IMT Courses

* Installation Training Officer (ITO) & Emergency Manager (EM) Courses

* Navy Emergency Preparedness Liaison Officer (NEPLO PRO)

* Incident Command System (ICS) 191/449/300/400 Train-the-Trainer (TtT)

* Homeland Security Exercise Evaluation Program (HSEEP)

Requirements:

Qualifications & Technical Requirements

  • Experience: Five (5) years of demonstrated classroom instruction experience; Master Training Specialist (MTS) certification or Afloat Training Group (ATG) instructor experience preferred.
  • Emergency Frameworks: Demonstrate subject matter expertise in emergency management to include familiarity of the National Incident Management System (NIMS), National Response Framework (NRF), and Incident Command System (ICS).
  • Navy Operations: Demonstrated mastery of Command & Control (C2) ashore, the Navy Warfare Training System (NWTS), and Navy Integrated Training. Ability to use OPNAV ETMS2 system for communication.
  • Civil-Military Coordination: Familiarity with Defense Support for Civil Authorities (DSCA) and FEMA Emergency Management principles.
  • Clearance: SECRET, must be U.S. citizen
  • Travel: 35-40%

Experience Requirements:

  • Installation Expertise: Previous experience serving on Navy installation staff is preferred.
  • Training Governance: Direct experience with the Planning Board for Training (PB4T) process.
  • Exercise Design: Five (5) years demonstrated experience designing, conducting, and evaluating installation-integrated training drills or exercises.
  • Leadership Roles: Prior experience as an Installation Training Officer (ITO) or Emergency Manager (EM) preferred.

Skills:

  • Superior public speaking and classroom management skills.
  • IT literacy (Microsoft Suite, virtual meeting platforms).
  • Availability to travel frequently as part of a deployable MTT.
