POSITION SUMMARY

NewSat is seeking a Defensive Cyber Workforce (DCWF) Basic-level Program Manager to support a US Space Force cyber monitoring and assessment contract. This position supports the overall program management function for a US Space Force platform supporting more than 42 deployed environments across approximately 900 servers, operating across Controlled Unclassified (CUI), Secret Collateral, and TS/SCI-SAP classification levels.

The Basic Program Manager works under the direction of the senior program leadership team and supports planning, scheduling, risk tracking, stakeholder coordination, and deliverable management activities. This role is performed in a classified environment and requires demonstrated familiarity with program management fundamentals, DoD cybersecurity frameworks, and government contract reporting requirements.

KEY RESPONSIBILITIES

The Basic Program Manager will support the following activities:

Program Management & Reporting

• Assist in cost, schedule, and performance tracking; maintain program status inputs for Monthly Status Reports and Funds and Man-Hours Expenditure Reports.

• Support preparation and coordination of program briefings, working-level meetings, Sprint Reviews, and stakeholder status updates.

• Maintain and update program artifacts in Jira and Confluence, ensuring tickets reflect current status as the authoritative source of truth for program tracking.

• Assist in identifying, documenting, and tracking Risks, Issues, and Opportunities (RIOs) through the RIO process.

Cybersecurity & Acquisition Support

• Support enterprise cybersecurity program management activities, including coordination with the ISSM, VAA lead, and ISSD lead to ensure delivery quality and schedule adherence across cyber monitoring, threat assessment, and BoE/CtF artifact workstreams.

• Assist in ensuring acquisitions, procurements, and outsourcing activities address information security requirements consistent with JSIG, NIST SP 800-53, and applicable DoD overlays.

• Participate in the acquisition process as required, supporting contract language development and delivery order coordination.

Stakeholder & Customer Engagement

• Coordinate with the Program Office and relevant stakeholders to align on program requirements, priorities, and deliverable expectations.

• Support the senior PM in maintaining customer relationships through face-to-face meetings, informal tag-ups, and open communication with government counterparts.

• Assist in gathering customer satisfaction feedback and tracking internal service performance metrics to support continual improvement.

Risk & Compliance

• Support development and maintenance of strategic program plans and risk mitigation strategies.

• Assist in developing methods to monitor and measure risk, compliance, and assurance efforts for the cybersecurity program.

• Support review and audit activities for program deliverables and task execution to ensure quality and compliance with contract requirements.

Required Qualifications

CLEARANCE & CERTIFICATIONS

• Active TS clearance with SCI eligibilty.

• Active and current Security+ CE certification or DoD 8140.03 equivalent (CySA+, GICSP, GSEC, CND, SSCP, CGRC).

EXPERIENCE & EDUCATION

• 0–3 years of experience in program management, project coordination, or a directly related role supporting DoD, Intelligence Community, or defense contractor programs.

• Demonstrated familiarity with basic program management concepts and processes, with the ability to apply these in routine, structured situations under specific guidance.

• Working knowledge of DoD cybersecurity frameworks, including Risk Management Framework (RMF), NIST SP 800-53, and DISA STIGs.

• Familiarity with Agile project management tools and practices; prior use of Jira and/or Confluence preferred.

• Bachelor’s degree in information technology, cybersecurity, systems engineering, business, or a related discipline preferred; equivalent experience considered.
