Purpose

The Program Manager oversees the condition, performance, and regulatory compliance of electric transmission and distribution (T&D) assets. This role leads the inspection program, ensures accurate data collection, drives timely remediation of defects, and provides reporting to support safety, reliability, and compliance.

Accountabilities
  • Lead the T&D inspection program, including planning, field oversight, and deliverable review.
  • Ensure accurate inspection data and maintain quality expectations for crews and vendors.
  • Manage the inspection-to-remediation workflow, including prioritization, tracking, and closeout.
  • Evaluate inspection data and manage records in the asset management system.
  • Maintain inspection standards and defect coding guidance.
  • Track and report inspection metrics, backlog, remediation progress, and budget.
  • Develop and monitor the annual O&M inspection budget.
  • Oversee vendors providing inspection services and ensure performance and deliverable quality.
  • Manage contracts and process invoices.
  • Coordinate with Operations and Engineering on remediation and long-term asset strategies.
  • Support regulatory compliance and maintain auditable inspection records.
  • Identify defects, trends, and improvement opportunities.
  • Support storm response by providing asset condition insights and priority lists.
Education and Experience
  • Bachelor's degree in Asset Management, Construction Management, Business, or related field, or equivalent experience.
  • 5-10 years of experience in utility T&D, asset management, inspections, or related roles.
  • Experience managing inspection and remediation workflows across teams.
  • Knowledge of utility safety practices and regulatory expectations.
  • Vendor/contractor management experience.
  • Strong communication and interpersonal skills.
  • Proficiency with enterprise systems and reporting tools (Excel required; SAP preferred).
  • Valid driver's license and ability to travel and support storm events.
