Job description

Overview

PenFed is hiring a (Hybrid) Director, Enterprise Data Governance to lead second line of defense data governance and oversight activities at our Tysons, Virginia location.  This leader will report to the AVP of Enterprise Risk Management, responsible for enhancing and monitoring enterprise data governance policies and standards, ensuring data risk is effectively managed across the firm and collaborating closely with the Chief Data & Analytics Office and business units to improve PenFed’s data maturity. This individual will play a key role in performing independent review of first line risk and control assessment of PenFed’s data management activities. The position will support the Enterprise Risk Management Committee proceedings and create reports and recommendations for PenFed Board of Directors’ consumption, as well as all regulatory requests. 


Responsibilities

  • Enhance and maintain of PenFed’s enterprise data governance framework, policies and standards aligned with regulatory expectations and industry strong practices.
  • Provide independent oversight and effective challenge to first line data management activities, ensuring adherence to data governance policies and risk appetite.
  • Define enterprise data governance KPIs/KRIs and monitor and escalate data quality and data risk concerns and issues.
  • Oversee and challenge enterprise data ownership and stewardship models, ensuring clarity of roles, responsibilities, and controls across data domains.
  • Conduct effective challenges on data risk assessments, data controls and issue remediation plans.
  • Provide oversight of and drive continuous improvement through data quality monitoring, data incident response, and escalation to senior management and ERMC as applicable.
  • Review, monitor and enhance risk identification and assessment of data risk categories.
  • Design testing procedures and performing independent testing of controls, procedure adherence and compliance with applicable regulatory requirements.
  • Collaboration with Enterprise Operational Risk Management team to assess data-related operational events and key vulnerabilities.
  • Serve as a risk advisor to senior leaders on data governance, data risk, AI/ML governance, and emerging data technologies.
  • Build strong partnerships with Technology, Information Security, Data Privacy, Compliance and key business units.
  • Provide governance oversight for major data programs, AI/ML initiatives, and digital transformation.
  • Champion a data-driven and risk-based culture and support the advancement of enterprise data literacy and training initiatives.

Qualifications

Equivalent combination of education and experience is considered.

  • Bachelor’s degree in business, Information Management, Data Science, Computer Science, Risk Management or a related field, required.
  • Minimum of twelve (12) years’ experience in data governance, data management, information management, enterprise risk management, or related functions in the financial services
  • Minimum of three (3) years of experience building or overseeing data governance and data risk management programs
  • Minimum of five (5) years of Direct management experience
  • Strong understanding of data governance frameworks (e.g., DAMA-DMBOK), data quality principles, metadata management, and data lineage concepts
  • Demonstrated expertise in a Second Line of Defense or Enterprise Risk Management function.
  • High degree of business acumen and experience in financial services with focus on consumer banking is required.
  • Proven experience engaging with regulators, internal audit, and risk management committees.
  • Ability to think strategically and analytically, solve problems, and manage multiple, concurrent projects is required.
  • Strong self-motivation and ability to bring objectives to completion independently.
  • Strong written and verbal communication skills are required, including communicating effectively and confidently at all levels, demonstrating emotional intelligence, and applying sound judgment.
  • Experience integrating data governance with AI/ML governance, model risk management, and emerging technologies preferred.
  • Experience using A.I. tools preferred.
