Job description

Overview
Nakupuna Services is seeking to hire four (4) DMLSS AOR Facility Operations Specialist to support the Defense Health Agency (DHA) Defense Medical Logistics Standard Support (DMLSS) Database Sustainment Specialist (DSS) Support contract. The Facility Operations Specialist provides operational, technical, and analytical support for the implementation, utilization, and optimization of the Defense Medical Logistics Standard Support / LogiCole Facilities Management (DMLSS/LogiCole FM) system across designated Areas of Responsibility (AORs). This position supports Defense Health Agency (DHA) Headquarters and Military Treatment Facilities (MTFs) by improving facility management processes, maintaining data integrity, supporting project planning activities, and ensuring effective deployment and sustainment of facility management systems.
Responsibilities
The following reflects management's definition of essential functions for this position but does not restrict tasks that may be assigned.
  • Provide Facility Operations Specialist support to assigned AORs to ensure effective implementation and utilization of DMLSS/LogiCole FM systems.
  • Work directly with DSS to establish proper workflows, submission of taskers, and establish proper funding documentation (expense centers) within the DMLSS database
  • Conduct comprehensive reviews of facility management processes and DMLSS/LogiCole FM utilization within assigned AORs.
  • Maintain detailed and thorough record of tasks performed, by date and site, to be included in metrics for consolidated Multi-Site Support Team Monthly Activity Report (MPR)
  • Maintain the DHA Call/Work Management Center for customer support to DHA MTFs. This includes managing a potentially large volume of inbound work order calls in a timely manner, identifying and clarifying the needs of the customer, and building a sustainable relationship between the DHA Customers and the MTFs
  • Assist the Training Team - complete taskers, review proof of concept DMLSS to LogiCole crosswalk videos, slide decks, and other training tools; provide feedback as requested
  • Assist DHA Headquarters and AOR personnel in researching facility-related issues and identifying practical solutions and corrective actions.
  • Support the development of project requirements for new construction, repairs, and facility alterations for inclusion within the DMLSS/LogiCole FM Requirements Module.
  • Develop, update, and maintain facility management databases supporting DMLSS/LogiCole FM operations within Military Treatment Facilities (MTFs).
  • Ensure all database entries and updates comply with DMLSS/LogiCole FM database structures, standards, and data integrity requirements.
  • Coordinate submission of data and documentation for government review and approval prior to final delivery.
  • Collaborate with facility management personnel, government stakeholders, and technical teams to support operational readiness and continuous process improvement initiatives.

Qualifications
Skills/Qualifications: The ideal candidate possesses expertise and experience in project management, especially within infrastructure and environmental services. Key qualifications include:
Required Qualifications
  • Three (3) years of DMLSS-FM experience required
  • Experience supporting facility management, facilities operations, construction management, or related programs.
  • Knowledge of facility management systems, database management, and project tracking methodologies.
  • Ability to analyze workflows, develop process documentation, and prepare technical reports and recommendations.
  • Strong organizational, communication, and problem-solving skills.
  • Ability to work collaboratively with government personnel, stakeholders, and multidisciplinary teams.
  • Proficiency with Microsoft Office applications and database management tools.
  • Must be willing to travel - up to 50%

Preferred Qualifications
  • Experience supporting Defense Health Agency (DHA), Department of Defense (DoD), or Military Treatment Facility (MTF) operations.
  • Knowledge of facility lifecycle management, capital improvement planning, and equipment condition assessments.
  • Experience supporting system implementation, testing, and operational deployment activities.

Education:
Level I Minimum Requirement High School Diploma or equivalent and three years of relevant program support or administrative experience. Experience may substitute for formal education.
Preferred Associate's or Bachelor's degree in Business Administration, Management, Information Systems, or related discipline with experience supporting DoD or healthcare programs.

Clearance Requirements:
  • Must be a U.S. Citizen.
  • Must be able to obtain and maintain a favorable National Agency Check with Inquiries (NACI) (Tier 1) investigation
  • Must be eligible to obtain and maintain a Common Access Card (CAC).
  • Must comply with all installation access and security requirements.

Physical Requirements: In addition to the skills and qualifications mentioned above, candidates must, at a minimum, be able to meet the following physical requirements.
  • Sit for extended periods while working at a computer.
  • Perform repetitive hand and finger movements.
  • Walk short distances within medical facilities.
  • Occasionally lift up to 25 pounds.
  • Maintain focus on detailed data entry and system review tasks.
  • Work in a low-noise office environment within a healthcare facility.
