Position Summary

We are seeking an experienced Project Manager III to support the Los Angeles Community College District’s Capital Construction Program as a PMIS and Construction Program Technology Lead. This position serves as the Owner’s Representative for Project Management Information Systems (PMIS) and lead migration planning and coordination activities associated with transitioning historical data, workflows, forms, reports, accounting data, and invoicing processes from Proliance into Trimble Unity Construct (eBuilder).

The successful candidate will work closely with Program Management, Project Controls, Facilities, Finance, Accounting, Information Technology, consultants, contractors, and executive leadership to support PMIS implementation, business process improvements, system integrations, reporting, user support, training, and long-term operational success.
Responsibilities

Lead PMIS implementation and modernization initiatives, including migration from legacy platforms such as Proliance to Trimble Unity Construct (eBuilder). Manage implementation planning, system configuration, data migration, testing, deployment readiness, operational support, and ongoing system enhancements.

Support construction program controls, budgeting, cost management, contract administration, change orders, invoice processing, payment applications, forecasting, financial reporting, and PMIS integration with accounting platforms such as Deltek Costpoint. Coordinate workflows, dashboards, reporting tools, and approval processes that support capital program operations and financial oversight.

Develop and deliver PMIS training programs, user support resources, operational procedures, and change management initiatives. Coordinate user acceptance testing (UAT), issue resolution, post go-live support, system stabilization, workflow optimization, and future platform enhancements to maximize user adoption and operational effectiveness.

Collaborate with executive leadership, PMO teams, facilities groups, finance departments, consultants, contractors, and technology providers to develop governance standards, reporting structures, business processes, system integrations, and enterprise technology strategies supporting large-scale capital construction programs

Minimum Qualifications
  • Bachelor’s degree in Business Administration, Information Systems, Engineering, Construction Management, Accounting, Finance, or related field.
  • Minimum 10 years of experience supporting large capital programs, PMO systems, construction technology initiatives, or enterprise platform implementations.
  • Demonstrated experience leading PMIS implementation, migration, modernization, or optimization efforts.
  • Strong understanding of project controls, cost management, contract administration, construction workflows, invoicing, budgeting, and financial controls.
  • Experience supporting user acceptance testing, end-user training, post go-live support, and system enhancements.
  • Experience leading cross-functional teams and coordinating multiple stakeholders.
  • Excellent written, verbal, presentation, and stakeholder management skills.

Preferred Software Experience
  • Experience supporting public agencies, higher education districts, airports, utilities, transportation agencies, or large infrastructure programs.
  • Experience serving as an Owner’s Representative for PMIS implementation or capital program technology initiatives.
  • Experience migrating organizations from Proliance or similar legacy systems to Trimble Unity Construct (eBuilder).
  • Experience with construction accounting systems, invoice approval workflows, capital financial reporting, and data migration.
  • PMP, Scrum Master, PMI, or related certifications preferred
