Estimator, Major Projects - High Voltage Utility

Spark Power, a trusted partner in power in North America, is looking for an Estimator, Major Projects - High Voltage Utility to join our team. This is an exciting opportunity for someone who wants to work on large, meaningful infrastructure projects and play a key role in how they are priced, planned, and pursued.

This role is focused on major EPC (Engineering, Procurement and Construction) estimating high voltage utility Transmission and Distribution projects including substations, utility interconnections, and other large-scale power projects across voltage level from 14.4 kV to 765 kV. Working as part of our Major Projects Estimating team, you will evaluate RFP packages for scope, proposal requirements, constructability and risk evaluation in collaboration with key functions such as engineering, procurement, construction, commissioning, project controls, etc. You will lead the development of competitive and detailed cost estimates and all proposals supporting documentation. The estimator will also play a key role in the transitioning of estimates to the operations team and support the execution team throughout the life of the project until closeout.

Here's what you will do as an Estimator, Major Projects - High Voltage Utility:

  • Evaluate RFP packages for scope, schedule, key deliverables, commercial and legal requirements for major transmission and distribution substations and electrical infrastructure projects
  • Review drawings, technical specifications, contracts, and bid documents
  • Prepare detailed labour, equipment, material, and subcontract take-offs
  • Build complete construction cost estimates for high voltage scopes, including electrical, civil, and subcontracted work where applicable
  • Attend site visits and pre-bid meetings to gather relevant information that may help in assessing scope and constructability
  • Solicit, review, and level quotations from internal functional groups, suppliers, subcontractors, and service providers
  • Work closely with operations, engineering, procurement, and commercial teams to develop estimate strategy and execution approach
  • Identify key project risks, assumptions, exclusions, and opportunities during estimate development
  • Participate in estimate review meetings with internal stakeholders and leadership
  • Prepare professional proposals and bid submissions, including pricing summaries, clarifications, scope descriptions, and commercial qualifications
  • Support development of bid schedules, work plans, and packaging strategies for complex pursuits
  • Conduct formal estimates hand-off meetings with the PM and key project team members after contract award
  • Assist the PM with preparation of change orders during project execution
  • Track and manage active bids, documentation, and follow-up actions
  • Support continuous improvement of estimating tools, templates, and processes within the Major Projects team

Do you have the Spark? Here's what we're looking for:

  • Experience in electrical estimating, project management, construction execution, or a similar role related to high voltage utility or major electrical infrastructure work
  • Experience with substations, transmission and sub transmission systems, utility interconnections, or comparable high voltage construction projects ranging from 14.4 kV to 765 kV systems
  • Strong understanding of construction methods, sequencing, and cost drivers for utility-scale electrical work
  • Ability to interpret complex drawings, specifications, and bid documents
  • Experience developing scopes of work and clearly communicating technical and commercial requirements
  • Strong attention to detail and the ability to build accurate, well-organized estimates under deadlines
  • Strong analytical and mathematical skills
  • Strong computer skills including Microsoft Office; experience with estimating software such as Accubid is an asset
  • Ability to work effectively with a cross-functional team including operations, engineering, procurement, and business development
  • Strong written and verbal communication skills, including the ability to prepare professional client-facing proposals
  • Field experience in high voltage construction or utility work is considered a strong asset
  • Trade certification, engineering technologist background, engineering background, or equivalent industry experience is considered an asset but not required
