Job description

Mayvin is currently seeking an experienced Senior Subject Matter Expert for Command, Control, Communications, and Computers (C4) at Fort Belvoir, VA. The SME (C4) is a consummate Acquisition Professional, supporting an Assistant Program Manager (APM) and the commodity team to deliver outstanding Program Management services to DoW customers and stakeholders. The SETA provides this support across both Acquisition and Technical subject areas.

You must be a U.S. citizen to be considered for this position.

Top Secret/SCI clearance is required.

Responsibilities:

  • Support the development of acquisition documents, including SOOs, SOWs, procurement plans, program descriptions, and technical specifications.
  • Review RFP packages for regulatory compliance, prepare technical evaluations, and validate IGCEs.
  • Assist with proposal evaluations, COTS/GOTS analysis, source selection, acceptance testing, and performance monitoring.
  • Develop and track performance metrics, provide periodic reports, and recommend improvements.
  • Manage or report on the delivery, fielding, and training of SOF operational initiatives.
  • Provide SOF operational planning expertise and develop sustainment plans in coordination with external partners.
  • Maintain situational awareness of all deployed SOF initiatives, including resource status and effectiveness.
  • Stay informed on all program efforts and address related issues as needed.
  • Coordinate with customers and supporting organizations to develop and execute efforts.
  • Establish logistics pathways and track end-item delivery through procurement to the end user.
  • Gather documentation and maintain effort entries in the organizational database for each fiscal year.

Required Qualifications:

  • Bachelor’s degree
  • Experience with government and DoW acquisition management systems, including requirements analysis, configuration management, maintenance, and security
  • Familiarity with OSW network policies and exception-to-policy processes
  • Strong communication, organizational, analytical, and problem-solving skills
  • Effective interpersonal and presentation skills for working with teams, clients, and leadership
  • Ability to manage multiple tasks and shift priorities quickly
  • Demonstrated ability to work collaboratively in a team environment
  • Comfortable operating in dynamic, ambiguous environments
  • Ability to build and maintain both formal and informal professional networks

Preferred Qualifications:

  • Minimum of 12 years of relevant experience with demonstrated strong professional and technical capability
  • Advanced degree
  • DAWIA Level II or III or current equivalent (Program Management Advanced Certification)
  • Technical expertise relating to line-of-sight (LOS) and over-the-horizon (OTH) communication systems/architectures and/or computer network infrastructure implementation and security.
  • PMP Certification
  • SOF experience
  • Lean Six Sigma Certified
